This page is dedicated to the improvement of public education, and to
the teaching of the knowledge necessary for our children to understand,
reason, and function intelligently for the futures of themselves, their
families, and their communities.
This page is also dedicated to our teachers, who, in spite of all the
resistance of administrators and central planners, continue to teach our
children the academics that made this the greatest country of the world
in our time. I further wish to acknowledge that it is the teachers who
are taking the blame for the declines in learning, whereas the actual responsibility
for those declines rests upon those same administrators and central planners.

One of the prime resources for the history of OBE is Diana Fessler,
a member of the Ohio State Board of Education, who researched and put together
a 68 page Report on the Work Toward National Standards, Assessments
and Certificates. This report is available from Diana
Fessler in PDF (Adobe Acrobat) format.
"The NCEE/Commission made recommendations to the NCEE board for the
creation of five interlocking systems. The remainder of this report is
divided into chapters that correspond to NCEE’s five systems. I refer
to these systems, collectively, as The System:
· A system to certify student readiness to enter the workforce
· A system of Youth Centers for those not certified labor
ready
· A system of occupational certificates
· A system of finance for education and workforce training,

· A system of labor market boards to pull it all together.

On Sept. 25, 1998, Rep. Bob Schaffer placed in the Congressional Record
an 18-page letter that has become famous as Marc Tucker's "Dear
Hillary" letter. It lays out the master plan of the Clinton Administration
to take over the entire U.S. educational system so that it can serve national
economic planning of the workforce. The "Dear Hillary" letter, written
on Nov. 11, 1992 by Marc Tucker, president of the National Center on
Education and the Economy (NCEE), lays out a plan "to remold the entire
American [school] system" into "a seamless web that literally extends from
cradle to grave and is the same system for everyone," coordinated by "a
system of labor market boards at the local, state and federal levels" where
curriculum and "job matching" will be handled by counselors "accessing
the integrated computer-based program."

Teacher's Salaries are of interest right now. Analysis shows that salaries
for the first 15 years in Snohomish are going up at the a rate between
2.44% and 5% each year, while the inflation rate is essentially flat. Interesting

District salaries far exceed the amounts supplied by the State, leaving
only approximately $9 million for books, supplies, and other items. Salaries..4/11/99

State Level Support of Teachers Salaries needs to be raised in order
to account for the loss in real wages due to an annual inflation rate of
1.5 -1.6%. Yeah, Sure!!! A look at the State schedule shows an annual wage

How your School Levy dollars are spent. Spreadsheet analysis
derived from Snohomish School District documents shows that levey dollars
are not reaching the classroom, but are being used to support programs
94 and 97. No wonder the kids have no books. The spreadsheet is in Quattro
Pro.

In the l996-97 school year the district took out $800,000 from the basic
education revenues supplied by the state to spend on programs other than
basic ed.

In the 1997-98 year, $1,100,000 was budgeted out of Basic Ed.

More than 80% of the levy money is going into administration, and not the
classroom.

principles' and administrators' salaries is a specific amount that is set
by the legislature. Snohomish chooses to pay a higher amount. So where

THE

So, in effect, children are being "warehoused," not educated. If you think
back, you'll find that this approach to education mirrors the childrearing
advice that started being disseminated in books and magazines beginning
in the mid-1950s. Parents who continued to transmit even innocuous virtues
like propriety, tact, and modesty had the rug pulled out from under them."Between
1968-1975, standardized tests started looking more like opinion surveys
than cognitive measures. Teachers like me were told essentially not to
teach-not to put red marks on pupils' papers, not to say anything that
could even be construed as a negative comment about a youngster's work,
clothing, or speech. [snip]

Now, four consequences necessarily follow from this shift of emphasis:
-
First, both curriculum and testing center on passions.
-
Secondly, the group is put before individual students. Today's "cooperative
learning" concept is aimed at turning out "team players," not at supporting
individual performance. That means peer pressure is heightened instead
of alleviated. Which brings us to consequence
-
#3: Children flit from one activity toanother, with no continuity between
skill-bases, distracted and discouraged from the kind of study that results
in the ability to make logical conclusions. Post-modern people, you see,
are not supposed to be moved by reason, and given the events of the past
8 years, obviously they're not. So, the endless distractions create both
an intellectual and emotional void.

Finally, because group-think and consensus are rewarded over independent
thought, the old school cliques we knew have "morphed" into violent, "Lord
of the Flies"-style, kiddy subcultures, like Littleton's Trench-Coat Mafia,
indulging in brutal territorial exercises. That's "mob rule."
